Transform weeks of windshield surveys into 24-hour deliverables. ORCA uses aerial imagery and machine learning to deliver PASER-compatible road condition ratings at a fraction of traditional costs.
Developed by a licensed Professional Engineer (PE) — IL & WI
Manual windshield surveys consume weeks of staff time, produce inconsistent results, and cost thousands in vehicle expenses and labor.
A streamlined workflow that gets you from request to actionable data in days, not weeks.
Provide your road centerline shapefile or assessment boundary. No shapefile? We'll generate one from county GIS data.
Day 1Our system acquires high-resolution aerial imagery and applies trained machine learning models to assess every road segment.
Day 1-2A licensed PE reviews edge cases and validates results against visible road conditions for use by DOTs.
Day 2-3Receive your complete assessment package: shapefiles, interactive web map, DWG files, CSV data, and summary graphics.
Day 3Industry-standard file formats ready for WISLR submission, pavement management software, or board presentations.
GIS-ready format compatible with ArcGIS, QGIS, and municipal GIS systems. Includes PASER ratings, segment IDs, and metadata.
Browser-based map viewer. Click any segment to see condition rating, recommended action, and photos. Share with board members.
For engineering design work. Color-coded by condition with layer organization for easy integration into existing drawings.
Raw assessment data in spreadsheet format. Import into Excel, pavement management software, or custom databases.
Print-ready JPG/PDF maps showing your entire network color-coded by condition. Perfect for council presentations.
Wisconsin municipalities: data formatted for direct upload to the Wisconsin Information System for Local Roads.
Villages and townships with 20-100 miles of roads often lack the staff time to conduct proper pavement assessments. ORCA delivers the same quality data that large cities get from expensive consultants—at a price that fits your budget.
*Typical 50-mile municipal network
Road districts manage hundreds of miles across township and rural networks—often with a small crew wearing many hats. ORCA lets you assess your entire jurisdiction without pulling operators off graders and trucks for weeks of windshield time.
*Typical 200-mile road district and good imagery coverage
County highway departments need network-level condition data to prioritize projects, apply for grants, and justify budgets to the board. ORCA delivers a complete, repeatable assessment of your entire county highway system—ready for your asset management program.
*Typical 200-mile county highway network
Engineering consultants can offer ORCA as a service to your municipal clients—expanding your capabilities without adding field staff. Deliver pavement condition data as part of capital improvement plans, comprehensive plans, or standalone assessments.
*Per 50-mile municipal assessment

Our AI models are trained on thousands of road segments rated by experienced engineers. Results are validated against PASER methodology and reviewed by a licensed PE. Studies show AI-based assessments achieve 90%+ correlation with expert human raters—often more consistent than multiple human inspectors.
ORCA delivers PASER-compatible ratings on the 1-10 scale used by Wisconsin DOT and recognized throughout the Midwest. This makes our data directly compatible with WISLR submissions and most pavement management software systems.
No problem. We can generate a centerline shapefile for you or convert from other sources. There's a small additional fee and it adds 2-3 business days to the timeline, but you'll own the shapefile for future use.
Yes! If your municipality has recent high-resolution aerial imagery (NAIP, county orthophotos, drone orthos, etc.), we can often use it. This can reduce costs, especially for larger networks. Imagery should be 6-inch resolution or better and recent.
We price by centerline mile with volume discounts for larger networks. Most municipalities see 60-80% savings compared to traditional windshield surveys or consultant assessments. Contact us for a custom quote based on your road network size.
Currently, ORCA is optimized for asphalt and concrete pavement. We're developing gravel road assessment capabilities using the PASER gravel methodology. Contact us if you have a mixed network—we can discuss options.
Request a sample assessment for a portion of your network—see ORCA results before you commit. Or contact us to discuss your specific needs.
